GRBJ is reporting that Grand Rapids Housing Commission Executive Director Carlos Sanchez wants to replace Creston Plaza — the 100 unit, city owned housing development at 1014 Clancy Ave. NE — with about 90 new apartments targeted for low- and moderate-income residents on the same 12.4-acre site and build the rest about a quarter of a mile southeast of the site.

The new apartments will be converted to HUD’s Section 8 program, which gives residents housing vouchers.

The project, which will also include a community center and will be done in two stages, is expected to cost $20.6 million. Sixty-five of the units will be built in the first phase, with the rest going up in the next stage. The first phase is expected to be finished in the fall of 2014 with the entire project being completed the following June. Demolition work should begin this spring.

James Childs Architects designed the project.

GRHC was recently named one of 68 public housing authorities nationwide to recently receive an initial Rental Assistance Demonstration award from the U.S. Department of Housing and Urban Development.

The award, which the agency applied for last year, will let the commission secure the necessary private and public funding to replace the 40-year-old Creston Plaza.

The commission also will apply for federal and state low-income housing credits for apartment complex.

The RAD award allows the GRHC to use tax credits to attract private funding.

RAD is a creation of the Obama administration, and it expects the program will create new construction jobs, save 13,000 affordable housing units and generate $650 million in private capital. Nationwide, HUD estimated there is a $26 billion backlog in capital needs for public housing authorities.

“This innovative and cost-effective approach greatly enhances our ability to confront the decline of our public housing and older assisted housing stock,” said HUD Secretary Shawn Donovan in a statement.

The public housing authorities in Ann Arbor and Plymouth also were recipients of the RAD awards. In fact, Ann Arbor received two.

GRHC, which was established in 1966 to provide affordable places to live, currently operates seven low-income housing developments.

The San Antonio Housing Authority says Section 8 waiting lists have been getting longer for the past several years. Right now the housing authority has 12,700 vouchers that it is allotted from the federal government used for rental assistance. All of those are taken.

There are 22,000 more applicants that are waiting for assistance. The housing authority says that they will have to wait for someone to get off the program for them to allow anyone else to get a voucher.

Half the people on Section 8 housing are families on a fixed income like the elderly and the disabled. They are more likely to be on the program longer.

Housing Community Services, Inc. offers low-income housing to people that make less than 50 percent of the medium income in that neighborhood. They say while they don’t offer a voucher in assistance for rental payments, they do offer rents for less than market value.

They said that if a family qualifies for Section 8 housing they also qualify for low-income housing. HCS says rent will be based on income.

So far, they have 75 to100 properties available for program participants.

A massive alleged scheme involving Section 8 housing vouchers has resulted in at least seven arrests, city housing and Los Angeles Police Department officials said Friday.

The alleged scheme unfolded after an individual approached a housing officer and offered bribes for Section 8 housing vouchers last December, according to Annie Kim, spokeswoman for the Housing Authority of the City of Los Angeles.

The vouchers reduce rents for low-income families, elderly and disabled persons. The city currently has about 47,000 vouchers, but the wait list is closed, making the vouchers extremely difficult to obtain.

According to LAPD Lt. Andrew Neiman, the main suspect offered $2,000 for every client the HACLA advisor would approve for the vouchers. The suspect also asked the criteria and screening process be waived on Section 8 applications.

The HACLA advisor alerted authorities, kicking off a major operation involving the LAPD Major Crimes Division Criminal Investigation, Rampart Division, Housing Authority Investigators, and the U.S. Department of Housing and Urban Development.

Search warrants led investigators to Glendale, the West Valley, Hollywood and Northeast Los Angeles. Seven suspects were arrested and $175,000 was recovered during the arrests. The primary suspect pled guilty to bribing a public official, according to the press release.

Neiman couldn’t immediately provide the names of the suspects.

LAPD Chief Charlie

Beck called the crime “deplorable” in a statement.

Kim said the last time a Section 8 Housing voucher scandal erupted was in 2008, when a man was arrested for selling fake vouchers through Craigslist. The man posed as a Housing Authority employee with a fake agency badge, and met the victims at the Housing Authority office at 2500 Wilshire Blvd.

The victims paid $2,500 for the fake vouchers.

The man pleaded guilty to grand theft and was convicted to 6 years in prison in 2009.

In general, people who buy black market vouchers for Section 8 housing are “desperate,” said Kim.

“We don’t want to see more of these cases,” she added.
